New TCL Google TV is setting up in a different region

If anyone can please help it's driving me crazy. 

I used to live in the United Kingdom and have since moved to United Arab Emirates. I bought a new TCL Google TV here in the UAE and when setting up i signed in with my google account. 

Based on my google account, it has set up the region as UK. I've changed my addresses on my google account, changed payment methods on my google account and google play store on the web. I've also done a factory reset on the TV and it still assumes I am in the UK and not in the UAE. 

I do not have an android phone to change countries on the app like all websites suggest. Please advise!!! I cannot use any of the apps as it says not available in my region as it is trying to use the UK app in UAE.

  1. Go to https://myaccount.google.com/language using the Google account you will use for setup.
  2. Check/change the language to your desired language.
  3. Open your phone or tablet's settings app and check/change the region/language to your desired language. Remove any other languages. You can add these back after setting up the device.
  4. Uninstall the Google Home app from your phone or tablet.
  5. Factory reset your TV following the manufacturer's instructions.
  6. Install the Google Home app again, and retry setup. It should now display in the language you selected.
