I am considering buying a Nest Outdoor Monitoring Package with Monitor and battery camera. All I want is live streaming video, no history. Is this a reliable package? I don't want to pay for a storage subscription.

You don't need a Nest Aware subscription to be able to view the live stream from a camera via the Google Home app.
Have a look at the Google Nest help center link below that explains what features you will receive both with or without a subscription.

I wonder how the battery will hold up on the Google Nest Camera (Battery) that is part of this package if you livestream a lot to a Nest Hub.
We have one of the battery cameras, but have it plugged in all the time with the optional power cable, so the battery is always at 100%.
This Google Nest Help page lists Google's expectations on battery life for the battery cameras and doorbells:
