Hi, considering that everything is tracked I’m wondering if I can find foreign or new accounts registered with Google at my address.

If someone uses your WiFi connection then you might be alerted of a new connection, I know Google WiFi routers do this.
Tracking other people's Google accounts would be against Google's privacy policy.

I want to jump in real fast and make sure to call attention to the info Cathal_S shared about tracking accounts. That's always good to know. If the question is more along the lines of how to know if someone has connected to your network, you can view that info in the Home account.
