Time delay in Automations

Why is there no time delay in household routines. Why only in personal routines? 

Someone else asked this back in February. The answer was:

There no time delay in household routines.

What is the issue?

I'm certainly no expert but my guess would be that the delay is caused by assistant having to perform a voice match prior to activating the routine. For household routines there is no need to determine who is giving the command.
