Why I can't purchase app subscription with money I have in Google Play

I have some money in the Google Play Store and I try to buy subscription from Peacock tv which is fine with Google rules, but I received so many error and they think I'm not in USA but I am 3 months I contact Google help I have around 42 email back and forth they asked me for lots of document screenshot I sent all of the stuff they ask but they should know we cannot let you use your own money So what kind of business is this? Google is socks
