my neighbor somehow has there JBL soundbar setup through our private home network. i know this because it shows up as an option when casting from an audio streaming app and also is in my google home devices list. i was confused at first and curious to locate this soundbar and on a quiet evening began casting boosted amplified audio of a ww2 siren through VLC and to my surprise after walking outside i could hear the audio coming from my next door neighbors home. she is a widdow and quite elderly and i will not be going to her and asking to manually factory reset her soundbar. so how can i boot this device from my network shy of resetting my wifi router password?

If it's setup with your Wifi network, the only way to undo that would be to change the Wifi network on the device or reset it. You cannot remove a device from a Wifi network remotely. As long as that device has the correct password for your Wifi network, it will be able to connect to your Wifi. That's not unique to Google products, and is how Wifi works.
