I recently switched wifi routers and ended up deleting the two 2nd gen wired doorbells from the Home app. When I go to reinstall, the doorbells are already connected to the new wifi network, so the bell doesn't blink blue and I am unable to add to the Home app. How do I add the doorbells to the home app again since they are already connected to the network?

Your doorbells cannot connect to your new Wi-Fi network automatically, because their Wi-Fi settings need to be updated. Google Nest does not make it easy to update Wi-Fi settings; that's why they recommend setting your network name (SSID) and password on your new router/modem to the same values used on your old router/modem: https://support.google.com/googlenest/answer/9223711.
When you deleted your two 2nd gen doorbells from the Google Home app, were you still on your old Wi-Fi network? If you were not, you probably have to do a manual factory reset:
