I am unable to configure notifications for Nest doorbell/camera in google home app. I have a Google camera that provides those options, but they don’t appear as options for the nest doorbell or cameras.

That's because you have a Google Nest Hello Doorbell (NOT the 2nd gen Google Nest Doorbell indicated in your post); the Google Nest Hello Doorbell gets installed in the Google Nest app and can only be fully configured and administered in the Google Nest app. The same is true of the older cameras that are installed in the Google Nest app. Your screen shot is exactly the same as what we see in the Google Home app for our Google Nest Hello Doorbells.
Google Nest has still not migrated all Google Nest app functionality to the Google Home app. (Indeed, no one knows if they will migrate all functionality; see this post: https://www.googlenestcommunity.com/t5/Cameras-and-Doorbells/New-quot-Nest-quot-cameras-DO-NOT-WORK-....) They are just now getting ready to allow customers to TEST OUT migrating their 1st gen indoor cameras to the "Public Preview" version of the Google Home app (https://www.googlenestcommunity.com/t5/Blog/Nest-Cam-Indoor-1st-gen-expanded-support-rolling-out-in-...).
We've been using 2 apps to administer our cameras ever since we bought a battery camera 2 years ago, and will continue to do so for the foreseeable future.

That’s really disappointing. I’m already losing support for Nest Guard and now you’re saying I have to support my Nest investments from multiple apps. Same goes for Nest protect. The acquisition has been really disappointing for Nest customers.

@Jsiedlak, thanks for reaching out here in the Community. For old versions of Nest Cameras, they should be controlled with the Nest app and the new versions are to be controlled with the Google Home app. For Nest Protects they can only be setup and controlled with the Nest app, you'll not be able to see them with the Google Home app and can't be connected with the 5GHz bandwidth of the internet.
