Cannot finish install of Nest Hello due to no other Nest device.

Have followed the prompts.  Installed the hardware.  Doorbell chimes when the button is pressed..... However.  When trying to finish the install I get a NC013 error code.   The code tells me the Hello cannot connect to another Nest device.... This is absolutely true.. I have NO OTHER Nest devices on my network.  Can someone PLEASE explain how the hell I am supposed to finish this intall?  (Note: I have a number of Google devices, thermostat, Google Mini, Google Hub, etc.  All were setup through Google Home.  This device required me to download and install the Nest app.)

Google Nest needs to address the variations of "cannot connect to assisting device" error that so many customers continue to encounter.
