Nest doorbell inside chime doesn’t ring
settings field does not contain a toggle switch to turn chime on/off

The "Indoor chime" option under Settings for your doorbell in the Google Home app turns your indoor wired doorbell chime on or off.

Had to go through the nest app to find chime settings

If you had to go through the Google Nest app to find the "Indoor chime" setting, then you have the older Google Nest Hello Doorbell, and not the newer 2nd Gen Google Nest Doorbell indicated in your post.
Did your indoor chime recently quit ringing? Does your doorbell also go offline for a minute whenever the doorbell is pressed? If so, perhaps like many customers, the internal battery on your Nest Hello is now failing. It's happened to all 3 of our Nest Hellos.
Here is a very long thread with over 1,000 replies on the problem:
Since Google Nest says they "cannot" replace the doorbells, the workaround is to turn off the "Indoor chime" option (thereby preventing the doorbell from going offline) and instead turning on "Visitor announcements" (https://support.google.com/googlenest/answer/7672451) to get announcements instead on Nest Hubs or Nest Minis.

Is your "Indoor chime" option turned on?
Is your chime puck wired correctly as shown here?

Hi Jesg,
Thanks for reaching out to us, and I appreciate your checking out some settings on the app. Let me take a look at this for you.
Have you checked if your Nest Doorbell battery is fully charged? If it is not, simply take it off the backplate and charge it with the included USB-C cable as this is one of the reasons why the Nest Doorbell inside chime doesn’t work.
I’ll look forward to your response.
Best,
Zoe
