Since the last post by another user was locked I'm opening this with the same name.
Please google, look into this. It is not possible to use voice on anything other than phone to control the floodlights.
This has been an ongoing issue for over 6 months. no amount of resetting works.
Please please please have an engineer spend an hour on this issue. "Hey google turn on the floodlight" results in "Sure, Sorry. I can't reach the floodlight right now. Please try again."
Although saying "hey google set the floodlight to 100%" works fine.

How you got community specialist without the ability to read or knowing your own products is mind blowing.
Answers to your questions:
1. Of course the network is fine otherwise I'd be reporting on much more pressing issues and I would also be having the same problems with the "set to x percent" command. Use your common sense.
2. There are no updates available.
3. Voice match has absolutely nothing to do with the command working or not. At best is this ridiculous suggestion was valid I'd have the error saying "wasn't able to verify your voice.". This is also a command that is not locked behind the voice validation e.g. "what does my schedule look like today". Have you ever used a google assistant / nest device previously?
4. Again the "set the floodlight to 100%" command works fine but "turn the floodlight on" command does not. I already specified this and did you the curtesy of quoting the full commands used. You can see by this I am using the same device name. One works, one doesn't.
I apologise for this admittedly blunt reply however these canned responses on this forum are useless to actually solving the problem. I suggest rather than locking previous threads, competent people are employed to replace the less than useful community specialists that provide these garbage responses.

Thanks for your reply. I'm sorry for the inconvenience and misunderstanding of my last response. In this case, I must mention that the Nest Camera with Floodlight works with a Motion Sensor (you can adjust through the Google Home App); it does not have a switch so that it can be turned on or off using the Google Assistant.
Since this is an automatic function due to the operation of the camera, if you would like to share additional feedback, you can add them here to better address them.
