I just returned my first Nest Outdoor Cam and got the new one but even the new one has the same issue. All the recorded even videos has flickering at 3rd second.

Hello, That is very odd. I have been monitoring this site for 3 years now and I don't think I ever recall hearing that.
A few questions that might help find out what is going on?
Did you buy the camera in the country you are using it in? (are you in the US).
Your labels say you are using the NEST APP. As you sure you are using the Nest App and not the Google Home App? The reason I ask is it sounds like this is a new camera that you purchases and those only work with the Google Home app.
Try viewing the events on your computer browser rather than your phone. If you are using the Nest App go to HOME.NEST.COM and if you are using the Google Home app then go to HOME.GOOGE.COM
Does it flicker in both day and night mode?

Sorry my mistake. I am also using Google Home app and yes I have purchased my product in US and using it only here in US. Its appear to be happening in web home app as well and its only during the day events.

Wow,,,,, this one is really odd. Can you try one more thing? Since both cameras did this it almost sounds like it is something in the environment that the camera isn't happy with. Can you move to camera to a different location and see if it does it somewhere else? Even if you just bring it onto the house for a few minutes for testing.
Let me know if you can do this. If it is still flickering I can escalate this thread and you will hear from an actual Google Tech person to try and figure it out.

Yes, this is really odd. I just checked my initial events where I had my cam inside home while I was setting it up so its not happening indoor.

Hmmmmmm, So it sounds like your camera is outside and mounted up on a wall? can you try turning the camera so it is pointing in a completely different direction as a test? Are there other devices near by that are putting out an IR signal during the day? (Trying to think outside the box here). And if you can take it down and bring it inside just to confirm that it works okay like it did during your setup then that would be helpful to know during this trouble shooting exercise.
And if possible can you post a 10 or 15 second video showing the 3 seconds of normal going into the flickering?

wow,,, thanks for posting. I have to say I'm at a complete loss on why that is happening. But it sure looks like a bad camera to me. I'm going to escalate this and see if someone from Google can help you out here.
