Google doorbell (battery) has been hard-wired by an electrician, but it will not charge, he has been back and changed the transformer as it wasn't putting out 12v, charged the battery to 100% indoors using usb, and  now it is back down to 16%, can anyone help?

Sounds like the doorbell is still not getting enough juice from the transformer.   There really isn't a workaround besides physically confirming the power being sent .. check your transformer that was installed.. Nest Doorbell (wired) requires a 16-24VAC, 10-40VA rated doorbell transformer.

Thanks Asheperdson, my sparky came back and changed the transformer, now when I check my battery in my app, it says "plugged in" and is showing an infinity ️ symbol, do you know what that means?

That means it's going to constantly trickle charge the battery on your doorbell, which is expected behaviour.  You should be good to go!
