How to Check Nest Cam Settings

Hi, all. I live in an apartment in a small mid-rise. All apartment tenants have full access to the Nest cam we have set up by the building's front door. Whenever there is activity/movement/people by the front door, we'd get a notification on our phones.

There is one neighbor who likes to turn off the notifications whenever she exits/enters the front door. Since I live next door to her, I could tell when she leaves her apartment. I've been trying to catch her in the act by having the Settings tab open on my Nest app to see what settings she turns off, but each time she leaves the building, I still see that the Notifications checkbox remains checked, so I don't know how she gets away with turning off the notifications on the app. The other toggles for sending notifications for Motion and People also remain toggled on.

I was thinking of bringing this up at a building association meeting and asking people not to mess with the settings, but don't have "proof" that the settings are being modified.  Does anyone know if there is another way to turn off/on the notifications on the Nest app or Google Home app?
