Nest Hello wired

My wired Nest Hello started rebooting constantly. We’d hear the startup chime from inside, and notifications were very delayed. We tried moving the wifi router closer but that didn’t help. It kept rebooting. Finally the other day it showed that it had power, but was totally offline. I brought it inside and factory reset it while plugged in, but now it just reboots never ending every 15 seconds. 

any advice? Is it fried?
