Nest Outdoor cam (battery) won’t reinstall after changing internet provider

I’ve deleted it from the home app and factory reset the camera.  Running the setup fails when trying to connect.  What can I do to fix this?  And why in earth is this so damned difficult?  Seriously?

Did you hold the reset button down until, at 10 seconds the status light blinked yellow 4 times followed by a countdown tone, and at 12 seconds there was a solid yellow status light and a confirmation tone?
