Is there a way to get video recordings all the time even if there isn't any motion and more importantly, can you get that retroactively?

Yes. if you get the highest level of nest aware subscription which is now called "Google Home Premium Advanced"
for about $200/year then you get 24/7 recordings that you can view for 10 days and then you get just the EVENTS history for 60 days.  Keep in mind you only get this AFTER you turn activate it.  If you activate it today  you can not see yesterday's recordings.
