Yes, it can be installed without the ground wire.
To check if the junction box is grounded you'd need to connect an AC voltmeter between the junction box and a point of ground reference, like a pipe in the earth or a wire buried by the utility company, telephone company, or cable company. Be sure that the earth ground contains moisture.
