Nest camera set-up within Google Home stuck screen

I'm setting up a Nest battery indoor/outdoor camera through the Google Home app on my phone and when I add my camera I go through a screen accepting Google's Device Arbitration Agreement and the next screen is titled "Usage Guidelines" and I can't get past that screen for the set-up. There is a blue arrow at the bottom of the screen which makes a noise when I tap it (as if it's clickable) but I can't get anything on that screen to work. The arrow seems to suggest that there is more to read on that screen but it's not letting me do anything on it except go back to the previous Arbitration screen. Does anyone know what's going on here? I'm using a Pixel 3a XL and have Bluetooth turned on.

I have the same thing going on with the same model phone. Any resolution?

Ultimately I ended up getting a new Pixel 6 (but not for this problem) and when I tried to set up the camera again the screen displayed correctly and I was able to finish it.  Sorry, I know that's not helpful but that's what ended up happening to me.

The issue with using the 3a XL to install the Nest Camera (battery) persists. I resolved it by using my wife's Pixel 3 to complete the installation.

I had the same problem with a Nest Battery Cam and my Pixel 3a XL.  I solved it (after ages of trying) by rotating the phone to the landscape (i.e. horizontal) orientation and, when the text realigned itself, it allowed me to continue setup. I don't know it this will work for everybody but, miraculously, it worked for me.
