I got 2 Nest cams off ebay (because the wired ones are no longer available from Nest) but Nest app won't recognize the QR code or manually-entered code. Don't know how to proceed.

What exactly does the Nest app do when you scan the QR code or enter the setup code?
Did the seller perform a factory reset on the cameras by removing them from their Nest app while the cameras were still connected to their Wi-Fi (the only way to factory reset 1st gen cameras so they can be reinstalled)? Is the status light blue on your cameras, indicating they are ready to be set up?

I don't know whether that can occur if the cameras are still attached to the previous owner's Nest Account, but the cameras do need to have been removed from the previous owner's Nest Account.
Are you getting a blue status light on your cameras, indicating they are ready to be set up?
You could try contacting Support:
1. Go to https://support.google.com/googlenest/gethelp.
2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Select your device from the dropdown, click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.
