Nest doesn't recognize QR code or manual code

I got 2 Nest cams off ebay (because the wired ones are no longer available from Nest) but Nest app won't recognize the QR code or manually-entered code. Don't know how to proceed.

Thanks. I spent 2 hours with tier 1then tier 2 senior help desk & they still haven’t gotten anything fixed.

The Nest app says it does not recognize the QR code whether I try to scan it or enter it manually. I have no idea how the person unhooked the cameras.
