I recently purchased a new generation Nest Camera (Indoor, Wired). I set up the Home/Away routines with Presence Sensing for both my phone (iPhone XR) and my wife's phone (iPhone 12). I've verified that both phones have "Location: Always" allowed. I set the Away routine to turn the camera ON, and the Home routine to turn the camera OFF.
It works OK when my wife and I leave together. But when I leave by myself, the home switches to "Away" and camera turns on when I leave even though my wife is still home. This happens every time, at least 5-10 times so far.
Today in the Home App history, I can see "Your Phone Left Home" at 7:20AM. Immediately thereafter, the home "Switched to away . Inactivity" also at 7:20AM, even though my wife's phone is still there. I don't have other devices that could sense "inactivity"...so this should work purely on the phone locations.
[I do have a Nest Hello Doorbell (older, controlled through the Nest app instead of Google Home). It is always on, not using location for Home/Away on it. Still, I've tried enabling and disabling "Location: Always" on this app and it doesn't seem to make a difference.]

I have the exact same issue. My wife and I have Pixel and Galaxy phones. I also made sure location was always on, on both phones.

It seems for me that leaving/arriving of my wife's (the second) phone is not being recognized at all. I don't see any events in history when my wife's phone leaves/arrives. I only see entries for mine.
But in the Google Home app, I see that my wife's phone is (1) listed under presence sensing and (2) "Location access on". I've also confirmed she has all the same settings in terms of Background App Refresh being on, etc.

OK, as of today, it seems to be working.
I got on my wife's phone over the weekend and the Google Home app was offering to "set up Home/Away Routines". Even though I had already done this on my phone (and they showed up correctly on her phone) and I had already included her phone in presence sensing, I went ahead and went through this "guided set-up" on her phone...
Either that made a difference, or something else has changed in the background because it seems to be working today.
