Presence sensing on iPhones, cannot set Background App Refresh

I am trying to set up Home and Away routine with my new Nest Indoor camera (wired). Even though location access is set to always on, it keeps telling me to turn on Background App Refresh, but it is greyed out in settings on my phone and other iPhones that I try.

Ayy suggestion would be welcome

Okay I worked it out, you have to go to Settings, General, and turn on background app refresh for all apps
