Hello,
I got this Nest Cam Indoor (2nd Gen) recently. This is my second cam of the same model and I tried to set it up at home.
During the final part of setup, I was stuck at "Downloading Update" which intially start off at "10% Downloaded". About few minutes later, it changed to "9% Downloaded" and in a few moments, it changed to "0% Downloaded". It always say "Almost There", "A Little Longer", "Almost Done", and "Making Progress". But it was still stuck at 0%. The light on the cam is slow pulsing white.
I am using Google Home app via iPhone to set this up. I already factory reset Nest Cam (2nd Gen) and start over the setup process multiple times but the problem is still the same. I tried refreshing the wifi router, change the GHz frequency, create a new google home in the app, turning on and off the VPN, and among others. Nothing seem to work.
I have other Google Nest devices working fine: Nest Hello (1st Gen), Indoor Nest Cam IQ, Nest Cam Indoor (2nd Gen), and Google Hub (1st Gen).
My only guess is either this cam is a manufacturing defect or there is a problem with the "Downloading Update" Server. Or both. I don't know. :/. But if you know any other solution that I haven't tried, I would appreciate it.

Ugggg, if you read this forum you will see many people reporting the same or similar issues.
It sounds like a problem with the Google Servers at the time you were doing this. Try it again (maybe next day) and see if it successful downloads the update.
Otherwise try opening a support ticket here: https://support.google.com/googlenest/gethelp
Good luck and please post again when you have any updates as it might help other people that are suffering from one of the worst product releases I have ever seen (just my opinion).
