Since when Google Home requires Gmail?

I recently changed Wifi so I needed to re-setup my Google Hub/Nest Cam x 2. I was able to change Wifi setting for Google Hub but I was not able to add Nest Cam after deleting them from Home as it was either 1) not found or 2) unable to connect after reading QR code. 

I contacted Google Support (Japan) and did a support chat, and the guy said " for setting up Google Home, Gmail is required or the set up fails". I don't think it has nothing to do with it as I had been using those Nest Cam and Google Hub for 8 months without Gmail for my Google account. 

Is there any announcement that says Gmail is required for Google Home?

I figured out what was wrong, it was the factory reset. The manual says "hold the reset button for 5 sec" and the truth is, it is not 5 sec, but actually 20-30 sec or more, just until the LED turns yellow then release the reset button.  After the LED lit blue, all went just fine proving it has NOTHING to do with Gmail.
