I need to be able to share our Nest wired second gen doorbell camera with my tenants who live downstairs. I don't want to give them full access to our home account for obvious reasons etc. They are our basement tenants and we share a front door so id like them to be able to be notified of arrival of packages or guests. Please help.

For Nest Doorbell (2nd gen) managed in the Google Home app, there's currently no way to do that unfortunately.

Are you saying Public link is best way I can share live feed? I read they also have access to Next Aware and can review recordings. I assume I can also have access to the camera. Also as I understand they won’t have access to other nest products like thermostats?

No, neither of the link sharing options are available to you I'm afraid, those only apply to cameras and doorbells setup in the Nest app.
If you don't want to give tenants admin access to all devices in your Google Home app, you may want to review the new "member" permission in the Google Home app, which was just released in Public Preview. I'd recommend checking the link I shared and review whether the permissions it grants fits your use case.
