I am trying to set up a brand new Nest Cam (Battery), and when I get to the Supplemental Nest Terms and click I Agree, I get a message that says the caller does not have permission. What is happening?

I’m sorry for the inconvenience that you’ve been experiencing when trying to setup your Nest Cam Battery. I understand that you are able to start the setup process, but when you get to the Supplemental Nest Terms, you receive an error. No worries; I’m happy to help you find a solution.
Keep in mind that if you want to setup your Nest camera, you will need a compatible Google account. You will receive this error if you receive business or enterprise accounts, Google Workspace (G Suite) accounts, or group distribution accounts. I will recommend you use your personal Gmail account or create a new Google account.

Just give up and take it back for a refund. It's garbage and will never work properly. Buy something that works.

Thanks, that is what I discovered. I did get it to work, although since I am using this for an office at a non-profit, it would be nice if Google allowed you to use the cameras with a G Suite account or business account.
