Unable to setup "nest cam iq indoor" camera (NC021 or NC022)

I am trying to use the Nest App to add the device but I get the NC021 or NC022 errors. I tried turning off and on the bluetooth. I tried factory resetting and it doesn't seem to respond. Basically the lights stop blinking and the camera appears to just turn off. I have to unplug and replug for the blue lights to start blinking. Can someone advise on next steps please?

You used the "factory reset" instructions (NOT the "restart" instructions) here?

Resolved. Issue was not enough power was coming from the adapter.
