I just purchased and installed (outdoors) the Google Indoor Outdoor (Battery) Camera using the 10m power cable.
The battery has been indicator is dropping. There is a battery symbol with the word "Battery" next to it -- and below that is a partially closed blue circle and inside that it says "94 Percent").
Separately, there is also a battery icon with "94%" next to it.
But, there is no indication that the battery is charging when it is connected to the power cable (there is no lightning bolts like you often see with a battery icon to indicate it is charging). Instead, it appears that the camera is only using battery power, even though it is plugged into a power source.
What am I missing?

We've had a Google Nest Camera (Battery) for 18 months, plugged in with the optional 10-meter power cable. It's always "Live" and has always remained charged.
Is your power cable plugged in securely in the bottom of the camera and feeding towards the FRONT of the camera, as it should be? Both have been issues for some customers.
If we go to the camera in the Google Home app when it is plugged in, and go to Settings | Battery, it shows as "Plugged in" with an infinity symbol. There is no way to check the battery level when the camera is plugged in.
On occasion, we have unplugged the camera to check the battery level; it has been anywhere between 77% and 100%. As best as I can tell, charging of the battery is handled automatically. I haven't checked it for a couple of months now.
When the camera is plugged in, it's running on household current, not on the battery: "For wired installation setups with a Nest Cam (battery), the wires power the camera directly" (https://support.google.com/googlenest/answer/11830989).

@lorentjd, thanks for posting here in the community. Were you able to read the information and check the link that MplsCustomer has shared? Also, another indicator when it's charging is the small dot light on the front of your Nest Camera. The status light will pulse white when your camera is charging with the USB cable. The status light will appear solid white when your camera is completely charged. Solid yellow light means there’s an issue with the battery, and your Nest Camera might not be able to operate. Hit this link for more infomation. Keep us posted.

Your comments about the status light pulsing white when the battery is charging and solid light when the battery is completely charged ONLY apply when you dismount the camera to charge it.
They do NOT apply when the battery camera is mounted and plugged in at all times with the optional power cable; in that case, the camera is "Live" at all times, the status light is green, and there is no indication when the battery is being charged.
