It looks like your Nest Aware subscription is not active for your camera. Here is a Google Nest Help page on what you get (under the "Free tier" column) if you do NOT have a Nest Aware subscription:

Do you have multiple "homes" in the Google Home app. If so, your Nest Aware subscription needs to be in the same "home" as your Nest Camera. (If you go to Settings in either the Google Home app or the Google Nest app and select "Nest Aware", it should indicate either "Active Nest Aware" or "Active Nest Aware Plus".
