Thanks for posting here in the Community. I understand your concern about the cooldown period alerts. While it's expected for notifications to be received instantly (or within minutes), there are several factors that might prevent this. Network delays from the camera to our servers, and from our servers to your device affect overall delivery speed. Because Google Nest attempts to send you the right number of alerts at the right times, your Nest Camera will trigger a short cooldown period each time a notification is sent. While the duration of the cooldown period varies by alert type (e.g. person, sound, motion, etc.) the behavior remains the same. Nest strives to give you only the most important information, when it’s important. Because of that, the length of the cooldown period fluctuates according to our research on what our customers find useful and important.
