All chromecast devices on network keep pausing immediately

All cast devices on my network pause almost immediately. That's TV with built in Chromecast, Google TV, individual chromecast, casting from multiple devices or streaming directly (voice commands). 

The issue seems to be caused by streaming from a Nest Cam to a Nest Hub. Upon ending the stream the issue ceases. Seperate symptom from same cause, the volume on a Nest Mini is lower with camera stream on (as if listening for command), and returns to full volume upon ceasing the stream.

Steps to replicate:
Stream from:
Nest Cam Outdoor, Serial no. 641666e406cf, Software 223-610050
to:
Home Hub, System firmware version: 1.20210119.2.1390060, Cast firmware: 1.52.260996, Language: English (Australia)

Easy replication: 
Stream music from any streaming service to Nest Mini, in this case System firmware version: 250118, Cast firmware: 1.54.250118.
Max volume will be decreased by approximately 30% while stream from Nest Cam to Nest Hub is occurring on the same network. This will immediately resolve upon ending the stream.

Harder replication:
While streaming from Nest Cam to Nest Hub, attempt to cast from Netflix or other streaming service from phone to Chromecast on the same network. Issue is temporarily resolved by restarting Chromecast, may take up to 8 hours from restart to present again. During my testing this would occur from multiple casting devices, to all Chromecast enabled devices on the network.
