Am I prevented from casting my phone screen without an active internet connection?

Hi All.  My WiFi is spotty, at best, after being totally down for over a month. I downloaded Amazon Prime Video content to my Pixel 4a. I can view on my phone, but without Wi-Fi I have been unable to cast to my TV screen. Does the Chromecast with Google TV prevent me from casting my phone's screen without an active internet connection?

Casting works only if both the Chromecast device and the phone are connected to the same WiFi network, on the same bandwidth.

Sorry, I ommited the fact that you want to cast some locally downloaded content.

In this case, you can use screen mirroring.

Thanks so much for your response, djtetei.

If I understand you correctly, the data would flow as follows:

Pixel 4a -> 802.11a -> WiFi Router without internet connection -> 802.11a -> Chromecast with Google TV device -> HDMI -> Set top box screen

Even though the WiFi router in the configuration above is not connected to the internet, the Pixel 4a screen can be cast to the big screen?
