Cant cast from my PC but can cast from android phone, both via home network

Cant cast from my PC but can cast from android phone, both via home network.  The phone casting is steppy while the actual phone is smooth video.  PC wont cast to TV via chrome.  Both in same room as router on 2.4gHz.
