Just posting this for anyone that encounters the same issue. My setup:
- Chromecast 4K bought April, 2023
- 2023 Samsung QLED 65" 4K TV
After removing the old Chromecast device and replacing it with the new 4K device to make use of the new 4K TV we found that while the Chromecast remote turns the TV on and off without any issue Chromecast 4K took anywhere from 3-5 minutes or "never" to wake up. The only fix was to power cycle Chromecast via unplug and plug-in. After searching various places on the Web they all indicated an issue with the TV's CEC. In the case of Samsung that would be its Anynet+ feature. I tried turning it off along with all the usual firmware upgrade checks. I also tried every HDMI port on the TV. None of these fixes worked which didn't surprise me. The prior Chromecast device was working just fine. Turned TV on and off and woke up instantly.
The fix for us was to go into Chromecast setting and turn off its own HDMI-CEC feature. After doing this the TV turns on/off just find and Chromecast wakes up instantly every time.
Hope this helps someone save a few days of trial/error (mostly error) ... 🙂

update: the above didn't work 100% of time. But, I did find a full fix.
- enable CEC on Chromecast
- set Chromecast to turn itself off rather than TV
- enable CEC (Anynet+ on Samsung)
now the TV will turn on/off as well as Chromecast
