After changing my ISP I can't set up my Chromecast device again. What happens to me is exactly, carbon-copy the very same issues user Miss-sarahsmith highlighted in her thread: https://www.googlenestcommunity.com/t5/Chromecast/Chromecast-Connection-Problem-During-Setup/m-p/184...
I tried the very same steps she took, both the ones in the opening post, as well as the steps indicated by the specialists, and still have the very same issue.
For what it's worth, the Chromecast is within 3-4 feet of my modem, and my Android device is a Samsung S20FE.
If it helps, this same device with the same chromecast were working just fine before.

I'm really sorry to hear you've had so many issues while setting up your Chromecast! It sounds like this process has been rough, so I'd be happy to help. Another thing we can look at this the Samsung's settings. Many Samsung devices have an advanced Wi-Fi setting called Network Switching or Adaptive Wi-Fi. Go ahead and disable that setting, and see if that lets you set up the Chromecast.

Thanks for answering. However I don't have those options in my phone. I was ultimately able to configure my Chromecast using someone else's iPhone.
One would think a Google-owned OS should communicate much better with a Google-developed product, but seems not. Appaling from Google.
