I'm not really sure if my Chromecast with Google TV is HD or 4k, and this issue persists regardless of whether I'm directly casting from Google pixel, or just using the remote with the Google TV.
For some YouTube videos the picture will freeze, but the audio will continue. The problem is inconsistent, and doesn't seem to affect all videos on YouTube.
This problem does not occur on any of the other streaming services connected to connected to the Chromecast with Google TV.

Thanks for posting here in the Google Nest Community. Based on your description, it seems that this is isolated to the YouTube app only, although not all contents are from the app itself. Do you see anything in particular that is common among the affected contents? What steps have you taken? Give the steps below a try and let me know how it goes:
