Can I cast without wifi? If so, how?

No, sorry. All Chromecast devices need an internet connection to function.

If you have a TV or device that uses Miracast and a compatible mobile device then these can be used without an internet connection to mirror the devices screen.

So what's the use of having it?

With an internet connection it's a very useful device, I cast lots of content and also Play Stadia games with my Chromecast ultras.
