Add routines for philippines and nest hub

Sean123, While Google Nest Hub isn't officially launched in the Philippines, some features may or may not work. You can try changing your phone and Google Assistant language to a supported one but, it's not a guaranteed solution. We're always looking for ways to improve and we'll take it as feedback.
