All Light Off/On doesn’t work on some of my bulbs

So I have all the lights synced with Google Home App and when I press all on / all off it works fine they all go either on or off but if I tell my Google Display to turn off all the lights it says one or more devices are not responding and only 3 of my 16 lights turn off/on

Thanks for reaching out. A few questions: what Nest display do you own? Did it work before? If so, were there any recent changes made? Are you getting the same message if you use your phone’s Google assistant? What steps have you taken so far?
