Automation to turn off security cameras when home isn't working

I have an automation set up where my outdoor nest security cameras should switch off when presence sensing detects someone is home (between 9am and 5pm). I obviously have presence sensing enabled on my Pixel 10 Pro (as does my wife on her iPhone 17 Pro). However this automation never starts. I have to manually enable it. Am I doing something wrong?
