I have 4 cync color bulbs. When I tell Google (by voice) to turn them on or off, Google does just that. However, Google then speaks out that the devices are unavailable. A moment later, I can turn off or on again. It works. And I again get the message that the devices are unavailable.

A few things: when did this issue begin? Is the issue only with voice control? Can you still manage the bulbs using the Google Home app? Try renaming your Cync light bulbs. Here's how: open the Google Home app > Touch and hold your device's tile > At the top right, tap Settings > Device Information > Device name > Enter a new name for your device and tap Save.
