Tried to be pretty inclusive in the Subject.
When I tell Google something like turn off all the lights and it responds with, "Sorry, it looks like 8 things aren't available right now" is there some log I can look into to see what those things are?

Those "things" are most likely copies of your phones model number in the system. I'm gonna take a guess here and assume you probably use your phone's location for presence sensing. This used to happen to me also. When I looked at the screen of my Nest Hub during the "sync my devices" command there were 5 copies of my phone's model number at the end of a relatively long list.
Is everything actually working alright with the devices you tried to sync?
This weird error shows up from time to time, especially after you've changed anything having to do with the presence sensing settings or home/away routines. It's generally not anything to worry about. If those 8 things are lights you have, you might try the "sync my devices"command to see if that sorts it out. Though usually it'll just say a linked provider cannot be reached or something like that.

Not really as they were not necessarily "steps".
I am still looking for a log of what devices aren't available when a command like that is given and devices aren't found.

The short answer is that no such log exists that I've found. Are the lights responding when you command them to? If there are lights showing as offline in Google Home, then those have a high chance of being the devices you mentioned. Google does have a My activity section of the Home App. If you tap on your profile pic or your initials and tap my activity, it should take you there.
However when I viewed a command similar to what you described where it told me 5 things were unavailable(the ghost copies of my phone), this is what I saw in the activity log and frankly it wasn't all that helpful
