I factory resetted the nest hello camera doorbell but unable to set up a new account. Please help!

Why are you trying to set up a new account? If your Google Nest Hello Doorbell was previously installed on someone else's Google Nest app, they should have removed it from the Google Nest app while still on their Wi-Fi before doing the factory reset.
In the Google Nest app, you could try going to Settings on the initial screen, then Home info | Home Wi-Fi help to see if you can update your doorbell there. If you cannot, then the removal step above is required.
