The Google Home Android app has settings for using my RGB light bulbs for turning them on/off, adjusting the brightness, color, and other things. I have found, that when making routines, it will not turn on a light, adjust the brightness and the color in the one action. The color does not change unless I have the light turn on in one action and change the color in a separate action.
I believe this to be a bug.

Thanks for reaching out. A few questions: did it work before? If so, were there any recent changes made? What is the make of the lights that you are trying to control? Also, what troubleshooting steps did you take so far?

No, it never worked because this is all new setups. The bulbs are:
Peteme Smart WiFi Light Bulbs, BT Led RGB Color Changing Bulbs
Understand, I can change the colors or any other feature, either via voice, app, or in an automation. I just doesn't do all of them in a single action. I have to turn the light on in one action, then add another action to change the color, even though On/Off, Brightness, and Color are options in the same action.
I change the color first, even though the light is off, then turn it on. Otherwise, it comes on white, then changes to the color.
I am not certain if these options are part of Google Home or the bulb manufacturer, but it would be cool if you had the option to quickly flash a bulb for a length of time. I could see this being useful for those with hearing disabilities as well.
