It depends on which specific camera you have.
If you have a 1st gen Google Nest Outdoor Camera, which is installed in the Google Nest app, you need either a 1st gen Nest Aware subscription (which is no longer sold) or a 2nd gen Nest Aware Plus subscription, and in the Google Nest app under Settings for your camera, "Video recording" needs to be turned on.
If you have a 2nd gen Google Nest Battery Camera, which is installed in the Google Home app, you need a 2nd gen Nest Aware Plus subscription, your camera must be plugged in with the optional power cable, and in the Google Home app under Settings | Video | Video history, you need to select "60-day event and 10-day 24/7 video history".
