Nest outside camera sharing

Is it possible for me to share the view of my nest cam to my neighbours? The camera views our parking area, and i have sent them all the link to to the cam and the password, but no one appears to be able to view it from a mobile device?

is it possible to do this? I dont want to give them access via family sharing as it would give access to all the other cameras.
