My wife can't access the nest service on her phone even though I added her to my account. I'd like to speak with a tech rep by PHONE!

What exactly do you mean by "access the nest service"?
If you've added your wife to your Google Nest "household", and if you used her gmail account when inviting her to join, she should be able to log into the Google Nest app or Google Home app with her gmail account and access the Google Nest "home/structure" to which you added her.
If you want to talk to Support:
1. Go to https://support.google.com/googlenest/gethelp.
2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.
