AC turns on for a few minutes then turns off and keeps doing that over and over

I hooked up the nest thermostat over the weekend and the AC turns on for a few minutes then shuts of for a few minutes then turns back on.  I don't have a c wire.

To better understand the situation, I'd like to ask a few questions:

• What kind of Nest thermostat do you have?
• When was the last time when it worked?
• Are there any error messages?
• Is this a new installation?
• What kind of HVAC system do you have? 
  • Is it a Heat pump or a conventional system?
• When was the last maintenance check for your HVAC system?
• Does the inconvenience happen on heating only, cooling only, or both?
• Is your heater working?
• Have you experienced any power outages within the last few days or weeks?
• Would you mind sharing a picture of your wiring installation?
