Can’t get fan mode to work as intended.

Goodman non-communicating air handler, everything works perfectly. Heating, cooling, dehumidification all work perfectly and my bills are significantly lower even though we turn down to 64°F to sleep. Very happy with this setup except one thing: 

 
If I manually turn on the fan from the app or the thermostat, I just get a spinning fan icon. No fan, just the icon spinning, as if the thermostat is getting feedback that indicates the fan is running. 
 
I have a green wire, it’s in the correct position. 
 
Equipment model numbers:
heat pump: GSZ140241
air handler: AVPTC25B14
 
I’ve also read every post about this in the community and have no found any solutions in any of those posts.

i have the same problem - did you find a fix?

hvac guy came out and had me jumper the res (power) and green to test and the did turn on the fan, so he said that the Nest is the prob and that “they’ve seen that before,” with no more explanation.  i’m wondering if the nest is internally jumping the C wire to G instead of RW, and that hopefully that’s just a “pro” setup setting change…?
